Legislators are always tinkering with tax laws, but do they make things simpler? Of course not! With over 13,000 taxing jurisdictions in the United States (yes, really!), staying compliance can feel like trying to catch a tornado in a jar.

Did you know there are 30,000 water districts alone? Every city, town, county, transportation district, and special-purpose zone can potentially impose its own tax—if the state allows it. Even if the state handles the filing, the rules and rates can vary wildly.

A Few Wild Examples:

California has over 256 local jurisdictions with different rates and boundaries—even though the state administers them.

Texas has more than 1,700 jurisdictions and different sourcing rules depending on where a shipment originates.

Colorado, despite its smaller population, has over 600 local jurisdictions and around 70 home-rule cities with their own tax laws.

Some states tax clothing, others don’t. (Looking at you, Minnesota—home of the Mall of America, where shoppers from Montana and Canada flock for tax-free fashion.)

Enter: Sales Tax Software

Sales tax automation software is like your radar in the this storm. It helps dynamic businesses calculate the right tax rates across jurisdictions. But here’s the catch: calculating tax is just the beginning.

To truly stay compliance, you need to understand your business inside and out—before you even think about automation.

Before diving into automation, ask yourself:

What do you sell?

Who are your customers? (B2B or B2C?)

Where are you selling from?

How do you invoice—free text or SKU-based?

How often do your products change?

Where are your people, tools, and inventory located?

Do you use contractors, affiliates, or resellers?

All of this shapes your sales tax footprint—and determines where you need to register, collect, and remit taxes.

Pro Tax: Registering for sales tax tells a jurisdiction, “Hey, I’m doing business here!” That can trigger other tax obligations like income or property tax. Automation won’t cover that.

Administrate Before You Automate

Sales tax compliance is a marathon, not a sprint. Take time to understand your nexus (physical and economic), risk exposure, and taxability rules. Automation tools are great for future transactions, but they won’t fix past mistakes.

Some managed services offer back-filing, which can help if you’ve had compliance hiccups. But don’t overcomply—if you owe nothing, don’t pay for more than you need. Governments just want their money—they’re not chasing pennies.

Finding the Right Fit

Choosing a sales tax solution is like picking the perfect pair of shoes—it needs to fit your business just right. Don’t be swayed by flashy discounts or free trials. Ripping out the wrong system later is costly and painful.

Ask yourself:

What are our strengths and weaknesses?

Do we need full integration or à la carte options?

What legacy systems do we need to connect?

What support and training will we need?

What’s the average annual price increase? Tech salaries are high, and those costs are passed on to you. Plan for today and tomorrow

Choose Wisely

When evaluating automation tools, consider:

Your business footprint

Sales volume and transaction types

Taxability of your products/services

Integration with your general ledger and invoicing systems

Internal resources and managed service needs

Pro Tip: Every business is unique. There’s no one-size-fits-all solution—you get what you pay for (and sometimes what you don’t want, too).

Sales Tax: The Big Picture

Automation can streamline your compliance process and free up your team—but someone still needs to manage it. Whether in-house or outsourced, your team must understand error handling, invoicing protocols, and discounts and returns. Exemption certificates must be managed and reporting obligations completed.

Implementing sales tax software takes time. Don’t just plug and play. Build a strategy that reduces risk and aligns with your sales tax obligations to get it right from the start. Whether you’re exploring automation for the first time or considering a switch, take a comprehensive look at your business. This can lead to inefficiencies and increased taxpayer burdens.

There are instances where third-party auditors may target large taxpayers, leading to multiple audits across different cities. This includes establishing ethical and fiduciary duties similar to those required of licensed professionals.

The bill also highlights the importance of transparency in the contracts between cities and third-party auditors.
